I think that I am familiar enough with computing and algorithm design to be able to do this project, provided that you are not asking me to do the impossible (you have not yet given me the details)! I am happy to do this project for very little an order to try to establish a reputation on freelancer.com: I am fairly new to freelancer.com, although I have just successfully completed a C programming project on freelancer.com. My first choice of programming language to use would be Octave; although Octave is interpreted, and hence a bit slow, I am very familiar with it and I find it very convenient for prototyping algorithms.

Hello, I have some questions: Do you want to obtain the IMEI as 15 decimal digit from a string which is the representation of the IMEI as hexadecimal? Is that correct? Could you post an example of the de/codification you need? Thanks.
