This is a simple project, and I'd be happy to do this one and if it meets your specifications perhaps enter a long term collaboration. Cutting the VO into segments is trivial, and adding ping-pong and reverb are simply a matter of inserting those effects into the signal chain and choosing some appropriate settings (length of the delay between ping-pongs, amount of stereo separation, ratio of dry-to-processed signal, and so forth. If needed, I can easily touch up any weaknesses in the VO, such as equalizing, compressing, de-esssing, and so forth.
I have a variety of editing programs and will probably use Pro Tools for this one. The character of the 60 minute track will depend on the text content, but as this is a hypnosis project I would think a tranquil, non-dramatic track is called for. That is, this calls for more of an ambient background than a sweeping dramatic score for an action/adventure film.
Once complete I can deliver this in any number of formats (mp3, wav, aiff, etc.) as well as a number of sample rates. Unless you have another preference, I would deliver his as a .wav file sampled at 44.1khz.
