develop a web content filter firmware

Please read the entire project before submitting a bid. I need a developer that can help develop a web content filter application that will go on an x86 machine with two nics as a first build, but then will eventually go on a Single Board System as an embedded firmware. I figure it is best to develop in Linux but I'm open to suggestions. This first build will be basic but will need to work as a standalone device which will be placed in front of a home router but behind all the pc's in a house or small business. It should have a web interface as a control panel for administration. This initial build should do filtering based on content and also url blacklist. You can feel free to use open source blacklist, like from [login to view URL] for example. If done well, there will be many features added in the future and design changes so this can be an ongoing project for the right developer. At some point during the process I will require an NDA to be signed depending on how far we get. Please start your response by stating "I am real and I am ok with signing an NDA when required".
