Arduino Software Code and Circuit Correction/Edit

This is an URGENT job requiring immediate completion ASAP on accepting the contract. I have attached the code and schematic. There is some mismatch which is causing fluctuations in the 10 second timer. It is unstable - sometimes it runs for 5 seconds or it may run for 20 seconds giving different timers periods each time. I need the timer period to be 10 seconds precisely each time it is triggered. Only take up this project if you can complete it within a few hours. It is a minor job. There are 2 modes with a 3 position selector switch (center off) One mode has a continuos flashing led (should flash fast) The other mode is a 10 second timer with a coin vibrator motor and the process end indicated by a beep sound.
