Adwords campaigns setup and improvement - repost

Our company has 9 websites in the same field with different products. We have on-going campaigns set-up already for some sites but other sites need campaigns set up. We are looking for an adwords/PPC expert to help with the following: 1. Set up campaigns for our sites that don't have campaigns. We will start with one site at a time. 2. Improve the performance of the under-performing sites with better campaigns (ads and/or keywords). We will start with one site at a time. 3. Remove the "dead wood" from the existing campaigns to improve cost-efficiency. If we are happy with the results from the above work, we will then use the expert to maintain our sites on an on-going basis. Good English speaking and communication capability is required. A fixed price amount can also be bid after reviewing our adwords account. (see below) Bidding process: 1. We will review the credentials and feedback ratings of the individuals/companies who respond to our posting and select those experts we want to proceed forward with. 2. We will then provide read-only access to our Adwords account for the selected experts to enable them to develop their bids. 3. We will select 2-3 experts based on the bids to have discussions with and then select the expert to work with. Thanks
