Consulting project for U.S. based webmaster

I am an entrepreneur in the U.S. I am currently in the process of bidding out a complex web development project overseas to either India, China or Canada. Due to my current busy schedule and time constraint as well as lack of web development technical knowledge, I need to hire an expert webmaster based in the U.S. (preferrably in LA, CA area) to oversee the project. Main duties of the webmaster will include: 1. Assist in the review and selection process of a top notch off-shore web development company 2. Communicate my web development project idea and needs clearly to off-shore firm for their clear understanding of the project 3. Act as the point person overseeing the project development - regular interaction with the off-shore developers to make sure project is on track both quality and timing wise 4. Review, analysis and test of project throughout the development period to make sure it's done correctly 5. Act as an intermediary, reporting the progress of the project to me and also communicating my comments and suggestions to the developers - update through emails or phone conversations regularly (2-3 times a week) 6. Upon initial completion for beta launch, test and analyze for bugs and problems for bug-free successful launch 7. Advise on hardware needs and selection and purchase recommendation 8. Set up of hardware and loading project on the hardware 9. Supervise project through beta testing and final launch and also 3 months of support after launch In summary, I basically need an expert webmaster who can supervise and make sure that the off-shore firm is on-track and does the job to the highest quality. All the development work will be done by the off-shore firm and the webmaster's role would be to supervise as I described above. Qualification for the webmaster should be: 1. MUST BE U.S. BASED (preferrably in Los Angeles area but doesn't have to be) 2. Expert knowledge of variety of web development languages and process 3. Significant experience overseeing and completing complex web development projects 4. I would need to see your portfolio of work and would like to see feedback/reference from past clients 5. Good communicator and pleasant to work with My project auction is set to end towards the end of October.
