Hello, I understand your need of a mapbook for your operators to use in the field. I have experience creating similar products for public works operators and CCTV inspectors to use for storm water infrastructure. I would approach your project by linking the data you have provided in excel spreadsheets to GIS data which would allow the excel spreadsheets to be shown on a map. The spreadsheets you have provided show a Road ID field, this field is unique across all the street segments, do you have or are you able to request the street line network that they have pulled to create the list of streets to be swept? The many DOTs (browsing some of the data you have made available I assumed you were working in FL) have street line data available online but the link was not readily apparent upon first inspection.
