Develop a Windows App that is used as a front end / launcher for other app(s)

We are looking for an application to be written that can do the following:

A. Launches a user to an on-screen idntification portal to ensure the user is authorized to use the application(s) this launcher will install / update. (For the purposes of this document, we will call the launcher / front end 'wrapper' 'x')

B. Provides the initial download (or updates based upon a checksum) of application(s) that are to be installed.

C. Triggers (for the first time download) - a silent install of other applications as necessary.

D. Has a location in the app's UI that allows us to deliver embedded video or HTML content (for eventual advertising or announcements, etc)

E. Has some sort of jumbling / encryption / obfuscation system that makes it harder to copy the installed underlying app while running. (Basically, if the launcher 'x' launches 'y' - we want 'x' to parse certain config information to 'y' that disappears once 'x' is closed.. so if the end user took a copy of 'y', it would not function properly without that information. (We are open to discussion on this re: the methodology / approach / etc)

F. Can be used to not only update files for app 'y' - but also to remove files within the structure of 'y' as necessary (i.e. outdated configuration files, etc)

G. Would like 'x' to be able to pull files from 'y' and upload them for future parsing to a location of our choosing (i.e. log files)

H. We would like the 'x' launcher app to be properly branded and of course have web links to be able to purchase the software embedded within it, etc. Also possibly with direct links to support for the software.
