I would code this with qt. I'm new to qt but worked several years with c++ and java guis, so I definitly have experience in GUI programming. Played this game a lot.

I can make this project using mouse programming, you will be able to select the size of the rows and columns, also I will develop the game for 2 modes - One for computer vs. user and another for user vs. user. Algorithm for computer vs user would be complex, so I have taken 2 days times so that I can test the project properly and submit it.
