ActiveX control for supporting multiple compatibility modes

Looking for an experienced ActiveX control developer with experience in creating controls that run in ie and host an ie (webbrowser) control inside them.
We would like to create an activex that will serve as a 'custom iframe' and allow hosting pages that only support ie7 comparability mode inside a page that is modern and supports ie11 features.
You can write the control in either ATL/MFC/.NET as long as it is fully featured, written well and installs and works seamlessly.
