C# API for WhatsApp - I want to buy it - Please do not apply for developing it

Please do not apply for this project before you have it. I need a working C# API to communicate with WhatsApp services. The API should has methods for: 1) Login to WhatsApp (by a phone number) (The well known process which WhatsApp sends you an SMS with a code which requires you to be with your phone).. 2) Get a list of chats % groups and their contents (messages). 3) Sending $ Receiving WhatsApp messages. That's it - simple. I don't need any software to wrap it. You can test it by a console application. Please contact me ONLY if you have this API ready and I'll buy it from you.
