I need a small c++ program that shows a splash screen while opening an .exe file. The program needs to run in Win XP and above. In anything below (win 98, win 2000), display a message saying that the program doesn't run in those versions of windows. The message will come from a [login to view URL] file that the c++ program will need to open. I want the program written in native code and use no external libraries. It needs to be compiled to a single .exe file.

Program Logic:
1. On opening program, locate the "system" folder located in the same folder as the c++ program and open the [login to view URL] file located in the "system" folder.
2. Check the operating system version, if below Win XP, show a message saying the program doesn't run in those versions of windows. The message is in the [login to view URL] file on the row starting with InvalidVersion=. Invalid operating systems would be Win 98, Win 2000, and Win 95. Valid operating systems would be Windows XP, Windows Vista, Windows 7, and anything that comes out in the future.
3. Find the SplashScreenPicture setting in the [login to view URL] file. It can contain path information to the file. The path information is relative to the folder the c++ program is contained in. The picture can be either a bmp or png file.
4. Create a splash screen window using the picture and show it on screen. You can look here to see an example: <[login to view URL]>
5. Get the ApplicationFile setting from the [login to view URL] file. Run the file. The ApplicationFile setting can contain path information to the file. The information is relative to the folder the c++ program is contained in.
6. Close the splash screen once the .exe file has finished loading or after a set time has passed. The time will be stored in the ShowSplashScreenTime setting in the [login to view URL] file. The time will be in milliseconds. So, 3 seconds will be 3000.
7. Close the program
