Rome: Total War was developed over a period of roughly 2 years by a team of about 30 developers and with a budget somewhere in the region of £3 million. It cannot be reproduced with less than a thousandth of the resources that were used for its original development. That said, if you want to talk about what *can* be achieved with a limited budget, we can probably come up with something.
