I'm afraid I could not get a listen to your file as no link has been given in your description, but removing wind and background noise and tightening the voices in their dynamic range should be no big problem. I estimate a time span of about 20 Minutes overall for the work. I will require an audio file in any common format and will gladly upload it to my dropbox once I'm finished.
