Creation of video tutoring website(repost)

I am looking for the creation of a website that will allow users to offer their skills to tutor other users online across a variety of disciplines. The site will be self contained, allowing for payment processing, account creation, video chat, IMs, etc.
Past experience in making a similar site would be a great asset, but please refrain from using copied / "cloned" / template material (last thing I want to worry about is a lawsuit!) :)
I am open to programming languages, but the ability to make changes and content updates in the future as easily as possible would be greatly appreciated.
