Animation to web page

We would like to have complete animation of our customer´s signature(logo), under animation should be three links(languages: english, finnish, german). Our customer is artist (aquarelle painter), so we would like to have the animation artistic/creative way. Animation is small in white background, in middle of plain white internet page. Animation should be implemented in such way that it can easily be placed in a internet page to html code. The animation should work even without HTML5. Skills required: Animation design, CSS, HTML (photoshop, or other picture manipulation and animation programs) Here is one example of elements which we have in our mind.
