Hello there, I've done app similar to this one, to check see my portfolio. Game would be programmed in libgdx that's framework for game development. After I'm finished you will have android app that can be deployed to all android devices with API version >= 8(current API version is 20,so thats a lot of devices). Within this price you get desktop version(with .jar extension--> that means you need Java 7,or Java 8) to run on desktop and Android version(which would include main menu diffrent puzzles and possibly ads because i dont know ads integration process).
