api and web admin panel for web conferencing system

I have attached a specs for details of each segment. 1. Utilize CSS for all layout so that changing design layout is easy later. API: currently we have an API script which contains almost all functions of the web admin. (create rooms, delete rooms, update rooms, get who's online, etc.). The ones missing are banning/unbanning, history, and user accounts (create, delete, update, list). This is currently a simple asp script which obtains parameters. Here is what we would like to see for this new development: 1. Create a Web Service which contains all the functions of the API. This class will be utilized for integrating our conferencing system into other applications. Our CEO is totally blind and a lot of our customers work in the disabled arena, so keep these in mind: 1. Use TITLE and LABEL tags to link text to fields and controls GLOBALIZATION: We have clients in the Middle East and in China. We need all programming to utilize unicode character sets. In addition, all text of the system should utilize a resource file (.RES) and utilize a classes "CurrentCulture" and CurrentUICulture" to identify the language to be used.
